The Cyprus regulator has fined MCA Intelifunds, the company behind the retail forex broker FXORO, 360 thousand euro — one of the larger single fines it has imposed on a Cyprus investment firm. The FXORO CySEC fine followed an inspection that exposed a spread of breaches of Cyprus investment law.

The Cyprus Securities and Exchange Commission imposed a total administrative fine of 360 thousand euro on MCA Intelifunds Ltd, which operates under the FXORO brand, over violations of the Investment Services and Activities and Regulated Markets Law of 2017. The problems were detected during an inspection at the company in September 2022, and the penalty was announced in 2024. A portion of it, 80 thousand euro, was for the firm's failure to put adequate policies and procedures in place to ensure it complied with its obligations under the law.

Adequate Policies Are the Whole Point

That 80 thousand euro component is more revealing than it looks. The obligation to maintain adequate policies and procedures is the rule that makes every other rule work. It is how a firm turns the law into daily practice, and it is the mechanism a regulator relies on to trust that a broker will keep to the rules when nobody is watching. FXORO remains a working brand, and a fine is a correction rather than a shutdown. But the size and breadth of this one matter.
